We believe connectivity has been restored on Twilio's end and are scaling back up our notifications. We will be retrying failed messages shortly.

Our SMS provider Twilio is experiencing a large-scale outage causing our SMS notifications to fail to send. We're attempting some mitigation to ensure we can retry failed messages; some other (email) updates may be delayed in the interim.
